Developer launches first phase of a $7 billion redevelopment of Frisco’s Hall Park

Dallas-based developer Hall Group is starting a $ 7 billion redevelopment of the company’s 162-acre Frisco office park.

Located on the Dallas North Tollway and Gaylord Parkway, Hall Park was founded in the 1990s and comprises more than 2 million square feet of offices in more than a dozen buildings. It is the largest office work center in Frisco with more than 10,000 employees.

Now developer Craig Hall is beginning to build a $ 500 million mixed-use project that will be the first such expansion of the project.

The new building is across Warren Parkway from the Frisco headquarters of the Dallas Cowboys and its Star Development. The Hall Park development will include a 16-story, 410,000-square-foot office tower, a 19-story, 214-unit apartment building, a 154-room boutique hotel, and a 10,000-square-foot food hall.

All buildings will overlook a new community park. The park is dominated by a colorful piece of art by Janet Echelman, an American sculptor and fiber artist.

The ambitious project is part of a plan to expand Hall Park by more than 9 million square meters of mixed-use development.

“We started working on it around 2017,” said developer Hall. “We came to the conclusion that office parks go the same way as shopping malls.

“Over time, office parks are not the right place for the needs of the future,” he said. “We spent a lot of time, effort, energy and money redesigning Hall Park and improving our game to make sure we thought of everything to make it mixed and walkable.”

The high-rise project, which starts this week, is only the first of a series of planned new buildings in Hall Park. The developers demolished two small office buildings for the new building.

And more older buildings are planned to be demolished to make room for taller buildings.

“We estimate it will take another 15 to 20 years,” said Hall.

Plans for the huge Frisco project were delayed at the start of the COVID-19 pandemic, and Hall said design changes were made to emphasize health and wellness in the new buildings.

“We believe that future tenants will be much more oriented in this direction,” said Hall. “We build two balconies for each office floor to go outside.

“We also have two large decks on the convenience level that overlook the park,” he said. “We have enlarged the balconies in the house.”

Hall said the apartment tower will also include built-in workspaces and meeting rooms that tenants can reserve.

“We anticipate that many people in the neighborhood will be working from home and we made sure of that,” said Hall. “All of this is being built on a park that we are giving the city of Frisco.”

Frisco, the city’s school district, and private donors are still working on plans for a $ 114 million performing arts center to be built at one end of the new park.

Hall Group’s new 1 million square foot Frisco project will open in 2023.

The development was designed by Dallas’ HKS, Merriman Anderson Architects, WDG Architecture and OJB Landscape Architecture.

Hall worked with Frisco officials to plan the development and get a new zoning for the construction.

“Craig Hall is one of Frisco’s early visionaries,” Frisco Mayor Jeff Cheney said in a statement. “It develops in a way that few dare.

“His investment in Frisco has helped expand the company’s presence in our city and will influence Frisco for decades to come.”

The Frisco project is one of the largest such developments announced in North Texas since the pandemic began. And it shows Hall’s perspective on future demand for offices, hotels and apartments.

“A half-billion dollar investment is no accident in the future,” said Hall. “We have always been leadership-oriented.”
